Consequences of creating legal loopholes

Just last year alone, Poland created 30 thousand new pages of new legislation. It almost seems like a practice for many governments to create legal systems so complex that it begs an assumption that it is filled with legal loopholes just to trap ordinary people.

Polish Agency for enterprise development (PARP) faced a 50m recommendation to drop the process of establishing relationships between economic operators in the advent of a complete failure of the process, exposing a multi-billion legal mess created just to entrap some beneficiaries of EU funds and let some other progress with the modus operandi.
